Can South Africa deliver after medical oxygen scandal?


South Africa has recently relaunched a national oxygen plant tender following the collapse of a previous deal tainted by allegations of fraud, inflated costs, and irregular procurement.

The project, originally backed by international health financier Global Fund to Fight AIDS, Tuberculosis and Malaria, aims to strengthen the country’s oxygen infrastructure with decentralised pressure swing adsorption (PSA) generation systems at public hospitals – a critical need underscored during the Covid-19 pandemic.

With billions of rands at stake and the reputations of multiple public bodies under scrutiny, the Development Bank of South Africa (DBSA) is now overseeing a revised procurement process designed to avoid the mistakes of the past. The relaunch brings new opportunities for local original equipment manufacturers (OEMs) like Cape Town-based O2Africa, which was sidelined in the original bid but is now being encouraged to take part.
