Industry still waiting for PHMSA’s rules for LNG by rail

While industry and environmental advocates are eagerly waiting for the Pipeline and Hazardous Materials Safety Association (PHMSA) to release its new regulations on the transport of LNG by rail, so far, nothing is on the horizon from the association.

The PHMSA has missed deadlines for both the new rules and on suspending the regulation put into effect by the Trump administration. In theory, the Trump-era rules concerning LNG by rail are still in effect, allowing companies to transport LNG without a permit; however, no one has risked it so far.

Sahana Rao, an attorney with the Natural Resources Defense Council, explained: “As long as the Trump-era rule is not suspended, theoretically, LNG transport by rail can move forward. And that’s why it’s important from our perspective that this rule be suspended as soon as possible.”
